Follow-up к #504 после read-only review PR #505.

Blockers

hedge-only recovery bypass полностью обходит local-stop re-entry latch;
local loss checks пропускаются целиком в hedge-only recovery cycle;
reduce-only closer path может одновременно добавить non-reduce hedge order остановленной стороны.

Acceptance

local loss checks работают и в hedge-only cycle;
recovery entry obeys latch до нового favourable regime;
reduce-only closers сохраняются, но stopped-side non-reduce hedge expansion не создаётся;
DB save/load round-trip и notional fallback покрыты тестами;
full suite, CI и production verification проходят.
