• add a stable production helper for read-only support_tickets snapshots
• document the helper in support role prompts
• add targeted tests for the helper and routing instructions

Verification

• pytest -q scripts/daemons/tests/test_support_ticket_snapshot.py scripts/daemons/tests/test_agent_project_routing_instructions.py::test_support_sla_check_uses_europatech_prod_not_paperclip_runtime_api
• python3 scripts/daemons/tools/support_ticket_snapshot.py --pretty
